Pavement - listens to Lou Reed and The Velvet Underground once.
They sound like they would do heroin just because Lou Reed did.
If we had to go through Pavement to inspire some shoegaze bands then fine, but there's other garage rock/alt rock artists of the era who I'd much rather listen to.

Buena Vista Social Club
I mean, its an all time classic of all time! The idea behind Buena Vista Social Club was to revive pre-revolutionary music of Cuba, listening to this record definitely paints that landscape.
